Yes, a dedicated app is available for Android (5.0 and up) and iPhone (iOS 11.0 or later).

Can I use Google Meet without a Google account?

I’m not sure, probably not. Maybe you can use the phone in function which allows you to connect via a telephone, but you will not be able to use the service fully because video and presentations features will not be supported, also fees for the phone call might be charged according to you plan.
